Which communities need an Emaar permit
Emaar Community Management (ECM) runs the master communities Emaar developed, and the move permit is part of how it controls access to them. That includes the towers and low-rise buildings of Downtown Dubai, and villa and townhouse communities where the permit sits alongside a gate pass.

Where to apply
Most residents apply through the Emaar One app, which handles move-in and move-out permits alongside service charges and access cards. The community's customer service office and Emaar's call centre on 800-EMAAR can also raise the request if you cannot use the app.
Apply once you have a confirmed move date and a mover. Emaar typically issues the permit within a working day once the documents are verified, but apply at least three working days ahead so a rejected upload does not push your date.
Documents you will need
The same core set is asked for in every Emaar community. Upload clear scans; blurred Emirates IDs are the most common reason an application bounces back.
- Emirates ID, or passport with visa page
- Tenants: the registered Ejari certificate
- Owners: the title deed
- A recent DEWA bill for the property, for move-ins
- The moving company's name, and vehicle registration numbers if requested
Towers versus villas
In a tower, the permit is only half of it. The building then allocates a service lift slot and a loading bay window against your permit, and those slots go first in the last week of the month. Ask for the lift booking the same day the permit comes through.
In villa and townhouse communities there is no lift to book, but the moving vehicle needs a gate pass. Security at Arabian Ranches, Dubai Hills and Emirates Living checks the vehicle against the permit, so the registration you give must match the truck that turns up.
Moving out: settle the account first
Move-out permits are refused while service charges or community fees are outstanding, which catches owners selling and tenants whose landlord is behind. Check the account in the app a week before the move, not the night before.
Moves in most Emaar communities run in the daytime, commonly from 08:00 to about 19:00, with Friday and public holiday moves restricted or needing special approval. Plan the day inside that window, including placement and packaging removal.
What we handle, and what only you can
Emaar issues the permit to the resident, so the application has to come from you or your landlord. What we do is everything around it: send our company and vehicle details for the form, book the service lift or gate pass once the permit is issued, protect the lift and lobby, and work strictly inside the approved window.
