The admin side of moving home in Dubai

Dubai moves fail on admin far more often than on logistics. A building will not issue a moving NOC without a clearance, the clearance needs the utilities settled, and the lift cannot be booked until the NOC exists.

Get the order right and none of it is difficult. Get it wrong and a booked crew waits at a gate.

The order that actually works

Work backwards from the move date. Everything below has a lead time, and the ones at the top are the ones people leave too late.

  • Register the new tenancy contract with Ejari once it is signed
  • Open the new DEWA account and note the activation date
  • Open or transfer the chiller account, which is often a separate provider
  • Request the move-out clearance from the current building's management
  • Apply for the moving NOC at both buildings once clearances exist
  • Book the service lift at both ends, with the NOC reference
  • Settle final DEWA and chiller bills and request the deposit refund

Ejari, and why it comes first

Ejari registration of the tenancy contract underpins most of the rest. Utility accounts, building registrations and management paperwork all tend to reference it, so registering late blocks several things at once.

Do it as soon as the contract is signed rather than as part of move week.

DEWA and the chiller account

DEWA covers electricity and water. Cooling is often billed separately by a district cooling provider, and it is a different account, a different deposit and a different closing process.

The common mistake is settling DEWA, assuming everything is closed, and then discovering an outstanding cooling balance holding up a deposit refund weeks later.

Building NOCs and deposits

Most Dubai towers require a moving NOC and hold a refundable deposit against damage to common areas. The deposit is refunded after an inspection of the lift, lobby and corridors, which is why the protective boarding on move day is worth taking seriously.

Requirements vary building by building, sometimes within the same development. Ask management for their list in writing rather than relying on what a neighbour did last year.

Permitted hours are not negotiable

Many buildings restrict moves to weekday daytime windows, and some prohibit them at month end entirely because of demand on the service lift. A crew booked for a Saturday into a building that does not allow Saturday moves is a wasted day.

Confirm the window in writing before the date is fixed, not after.

What a mover should be doing for you

A good moving company handles the building-side admin as part of the job: contacting management, confirming the lift slot in writing, submitting crew and vehicle details to security, and arriving inside the window with the paperwork.

What it cannot do is register your tenancy or open your utility accounts. Those are yours, and they are the ones with the longest lead time.
